		<description><![CDATA[As regards transport, every increase in price - even if relatively modest - encourages most of us us to assess how much we drive, how we drive, and what we drive. But I agree that the effect of the carbon tax on petrol and diesel prices has been relatively modest compared to the baseline excise duty and the real increase in the cost of the fuel itself. It is a more powerful shaper of behaviour in regard to oil and gas for heat, where the tax adds over 8% to costs, and is an important stimulus to the switch to wood which we observe, especially outside the cities.]]></description>
